Preamble

The University counts on all its staff members’ commitment to excellence and integrity in achieving its mission of advancing learning and knowledge through teaching and research and assisting in the economic and social development of Hong Kong.  Not only are we individually accountable for our own actions, as members of the HKUST community, but we are also collectively accountable for compliance with all applicable laws and policies and upholding high standards of professional practices. Our joint endeavour contributes to building and upkeeping the reputation of HKUST and success in advancing its mission.

HKUST is a public body governed by the Prevention of Bribery Ordinance (Cap 201), which seeks to enforce against any abuse of entrusted power or official position by public officers through solicitation or receipt of a bribe or an advantage.  All University employees should observe the provisions of that Ordinance and the Common Law offence of misconduct in public office (“MIPO”), and steer ourselves away from behaviours which may give rise to any impression or suspicion of MIPO and call into question our conduct.

This section sets forth important policies, guidelines and procedures that provide guidance to University staff members’ conduct in delivering teaching, research and business activities to ensure compliance with legal requirements and professional standards. All University staff members should be cognizant of and adhere to relevant laws, policies and guidelines when performing our duties and all aspects of University operations, as well as in our dealings with all persons in an official capacity.
